    To reiterate what Redx says, the letter basically says they may think about recommending the client to consider court action. Does that sound like an imminent threat?

    May, perhaps, possible, could, all such positive and decisive words - or not.
    You could try a complaint to the peel centre.
    You could also complain to the IAS as their rejection is misleading. The Beavis case currently at appeal at the Supreme court.
    You could do a put up or shut up on VCS/Peel centre:
    ( the below may require some editing due t my typing skills etc, and some additional info for the peel centre )

    Dear VCS/Peel centre I am in receipt of a so called appeal rejection from the IAS It's findings of which I reject in its entirety, You now have Two options: the immediate cancellation of the parking charge notice, or the issuing of court papers, any court case will be vigorously defended and as a result of your unreasonable actions in using an Alternative Dispute resolution service that is far from independent I reserve my rights to claim full costs should you loose.
    If you chose to send threatening letters from so called debt collection companies then I shall charge you/the Peel centre up to £18 for each letter that I receive your acceptance of this is by performance.
