ARPR NtK Received after 14 days.

Hi,
Hypothetically, if someone received a NtK 45 days after the alleged incident having never received a ticket on the day of the alleged incident, would they just write an appeal letter stating:
"The Notice to Keeper (NtK) was not issued within 14 days of the alleged incident and you have therefore failed to comply with the statutory requirements of PoFA and therefore the registered keeper cannot be held legally liable for the driver’s debt."
or should they use the standard appeal letter in the newbies section adding this to the bullet points in the letter?

Been a long time since anyone tried a single issue appeal.
Does the NtK allege in any way that there WAS a windscreen PCN? Which PPC?0 -
Not sure as the NtK arrived after I left for work. I remember the incident as the machines to pay were not working correctly and so was unable to pay as you search for your number plate and then pay. The first 2 hours are free anyway (but you still need to use the machine).
PPC is PCS.
I didn't mean to have a single appeal item, but was wondering if adding it to the template in the newbies section as another item in the bullet point list would be a good idea.

You need to be more specific - I can't think of a BPA/IPC PPC with the name (or part-name) PCS.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

My advice is to use the template appeal and add the late NTK as an additional appeal point.I married my cousin. I had to...I don't have a sister.
