That isn't a PPC, it's a debt collector. They are acting for someone else. Who?

    In case you missed this.

It's important you tell us who the PPC is, there is differing advice depending on whether they are members of the BPA, or the IPC.
    Je Suis Cecil.
  • It says Parking Collection Services on behalf of CE Risk, Safety & Security Services Ltd.

On the BPA members page they are both listed and on the NtK it says member of BPA and mentions POPLA in the appeals bit.
  • I have also just noticed that the NtK says to pay the reduced rate of £25 but does not mention the full amount.

    From their website:-

On receipt of a parking charge notice you have a number of options:
    1. Pay the charge at the reduced rate stated on the ticket if payment is received by the 14th day following the date of issue.
    2. Appeal the charge by e-mailing appeals@cleaneventgroup.com or by post to 4 Thatchmoor Farm, Broad Lane, Huddlesford, Lichfield, Staffs, WS13 8QH. Please note that appeals cannot be dealt with by phone.
    3. Pay the full charge within 15-28 days using one of the methods below.
If you fail to pay within 28 days, further charges may be applied. We may contact the DVLA to request keeper details with reasonable cause.

For some strange reason they have forgotten to mention POPLA. Must be an oversight!
What part of "A whop bop-a-lu a whop bam boo" don't you understand?
  • Their NtK does mention POPLA on the back.

Could their not detailing the full charge be a point to add as aren't they supposed to offer at least 40% discount for quick payment?

Hi, just a quick update a question. I sent my "appeal" letter by email and got a response email saying "Your appeal has been received and will be dealt with in due course." on 24 Feb.

Today I relieved a letter from DRP Debt Recovery Plus chasing non payment of the "fine".

I thought they only had 30 ish days to respond and I have had no letter or email from the PPC. Does this mean they cannot now follow this up as the time has lapsed. Should I ring the debt recovery people and tell them or just ignore?

    Thanks for your help.

14 days to acknowledge initial appeal; 35 days to accept or reject (with POPLA code).

You need to complain to the DVLA (they will pass to the BPA who will know then that DVLA are involved and are likely to give your complaint closer attention) that debt collectors have been commissioned by the PPC before your initial appeal has been dealt with.

Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    Hi,

Looks like 35 days from date of acknowledgement is tomorrow and if they reject then they should issue a POPLA code and that then costs for the appeal.

I will send an email to DVLA. Is it worth contacting the DRP people or just ignoring them. I guess the worst they can do is take me to court but by not rejecting my appeal within the time limit and not issuing a POPLA code the chances of them winning are zero?

    Thanks for your help.
