No, he's not OTEC registered and no certificate was sought from building control.

I was so amazed I've looked into it further.
Yes, an oil boiler does need Building Regs certification as I thought.
As with gas, it can be self-certified by a 'Competant Person' (eg an OFTEC engineer). See
