Give him 48 hours and if nothing, stick him with an INR.

Not really listening there, are you.

I went to open INR but as I only ordered item on 15 Feb EBay say I have to wait until 23 Feb

That sort of thing happens when you wont be patient.

Is there anything else I can do?

    Wait.

You have waited 24 hours (at time of posting), you are going to have to wait, like it or not. Here's a simple fact, the seller has spent the money and probably doesn't have any in his bank account either.

So, wait until he does have money or until ebay grant you a refund.

wait until 23rd even though you know it wont be sent, eBay does not, so have to wait

By doing it your way buyer will have to wait until at least the 3rd of feb to get the refund which considering the item is never being sent is deplorable.

At least going via paypal dispute process means the refund will be a lot quicker.

Seller should refund immediately, then at least the buyer knows its done even if they have to wait for funds to clear.

I am curious as to why items not being sent though.

Possibly because he is using Paypal as a payday loan and there never was anything to be sent.

And if the seller doesn't have any money and doesn't have funds in his Paypal account (has indicated that), how do you think you are going to get blood out of a stone?

Agree thats highly possible and mostly probable, but wondered what reason seller actually gave.

Sellers account will go into negative balance is what will happen as the buyer is covered.

they can still refund you as the refund would come out of the bank account they have associated with their PP account

Didn't when I went to refund someone and PayPal said this was correct, I had to add funds and the only way to do this instantly was make a payment to myself for services, to my PayPal only email address (which was my email address used on the account with everything after the @ chopped off and replaced with paypal.com)

Tell him he can hit the refund button on the transaction and it will take monies from his backup account.

Give him 48 hours and if nothing, stick him with an INR. That should focus his mind or teach him the steep curve of customer service.

Not any more see my post above. Best thing is for the refunder to call paypal's service number and they will talk him through it.

Only when it has gone through its mandatory 8 days and ebay force the refund. I don't believe Paypal automatically put themselves in a negative balance.

Exactly which is why i said open a case via paypal as opposed to ebay as it will be quicker.

A case via ebay cant be opened until the 23rd and cant be escalated until 8 days later.
Paypal case can be opened and escalated now which will mean a quicker refund .[yes i know you still have to wait the 8 days]
