No money for refund

I bought an item via PayPal on EBay yesterday. Seller contacted me to say he can't post to my postcode. I said ok and issue refund. Got a message from Seller saying partner moved monies from PayPal account and cannot refund until someone else makes a purchase!!

Is this normal as I have never had a reply like this before?

    they can still refund you as the refund would come out of the bank account they have associated with their PP account

    Told seller this but says he can't do this but will issue a refund. All seems very odd
  • Tell him he can hit the refund button on the transaction and it will take monies from his backup account.

    Give him 48 hours and if nothing, stick him with an INR. That should focus his mind or teach him the steep curve of customer service.

    I sometimes ask buyers to wait because if I have no money in my Paypal the refund goes as an e-cheque.

    Why cannot it be posted, even Shetlands are serviced by Yodel etc if it too big/heavy for Royal Mail

    Regarding the refund, its utter tosh that he cannot refund you & sounds like the ebay/payday loan scam, sell something on eBay for a few £100 & do not send the goods & promise to refund, then do so via the Bank Direct Debit which then takes another 4 days

    I went to open INR but as I only ordered item on 15 Feb EBay say I have to wait until 23 Feb as item may still be on its way. This is annoying as the item is not going to be sent by the scammer.

    Is there anything else I can do?

    Forget eBay, open it in Paypal. I'm assuming you didn't open the eBay one.

    It is quite true BTW that if seller does a refund without funds available in his account that buyer will wait approx 6 days for it to arrive. It would not be instantaneous.
