I've just heard back from Staples too, apparently there is nothing the can/ or are willing to do about the ticket and recommend I contact the BPA.

the BPA can do nothing as the parking company are not a member of the BPA

your options are to complain to the DVLA, and IGNORE anything apart from any court claims or letters about court (any genuine LBC or MCOL)

Sorry I am having PC problems and it has deleted the last part of my message which said that it would be pointless to do that as the firm are IPC not BPA.

Should I go through the steps of appealing to the IAS, the only thing staples pointed out was that there was no observed from/to data on the PCN so they don't think it is enforceable. Frustratingly the fact I have a receipt showing I was in the store purchasing goods in the time frame of the ticket does not seem to matter to any of the parties.

you can appeal to the IAS if you wish , nobody is stopping you

just bear in mind this is likely to fail, so you are left in IGNORE mode unless you get an LBC or an MCOL in the next 6 years

keep the proof of patronage receipts safe, plus all paperwork, your case may matter to a judge if it ever came to it, so ultimately either a judge will decide or the 6 year statute of limitations will come and go

unfortunately, they choose greed and profit over common sense

I hope you have filled in the government survey to complain about this treatment ?

LBC - sometimes also known as LBCCC (Letter Before County Court Claim) or LBA (Letter Before Action).

well that is the debt agency letters started coming in. Two of them today interestingly stating that there is no appeal in process and that I haven't been in contact with PCN NW when I clearly have and the appeal is lodged

Should I respond to these letters in any way or simply file them?

File them - never engage with a debt collector, except for sending a cease and desist letter (if you can be bothered).

I would be tempted to take back the item to Staples for a refund!

While you are ignoring the debt collectors please let the government know how you feel about all this ....
