On 2nd thoughts, it could mean you have to have BT TV to qualify or the word 'new' applies to both broadband and tv customers, and as such, existing standard BB customers are not eligible as MSE states

Hi all,
Sorry to those disappointed but we made a mistake. It's now been corrected but to clarify, the deal is only available to new BT broadband customers (you do qualify if you've only got its phone line).
Apologies again for the confusion, but hope that clears things up.
