you need to make sure you have followed the guidelines for passport photos as they knock you back by the slightest error like if his head is too close to the top etc. have a look on easy-id they have a good website with links to the correct passport pdf guidelines.

Use epassportphoto.com - upload your photo, five on a sheet 6x4, and send them to print at Tescos for 15p, and collect next day.
