Your missing the point of safe mode.......

The reason it's "safe" is because nothing loads, only the basic OS, no anti-virus and minimal device drivers (which is why you will have no sound).
Safe mode is there so you can remove unwanted programs (like malware), or fix other issues, it's not meant to be used for everyday computing and in fact doing so could be highly risky as your PC/laptop is totally unprotected.

Fix the problem that prevents the laptop running when not in safe mode.

how can I do this? I've tried restoring it to previous time and factory settings but nothing helps.

If you have restored the factory image then the problem is possible hardware .
What are you getting in Safe Mode and what do you expect to hear .

well the story is I was surfing the net as usual and the computer shut down and would not start up. A friend said use f8 and use safe mode. so I did but cannot get it to run in normal mode. I just want to watch iplayer with sound!!

It's a little like saying the car wont go, the mechanic would need some details of what car it was, and exactly what was happening, on screen in the case of a computer.

A factory restore is the usual cure all, but it is likely to have wiped your data if it worked.

You need to resolve the overall issue, iplayer in safe mode is a non starter.

Have you put in the rescue media that came with it / you created when you got it?

it's a dell latutude intel core 2 running on windows 7

I was looking at moneysaving website when the laptop just closed down I don't know why. I had antivirus installed and scanned etc often

It will only start with f8 s don't know how to find out what the problem is. Not that it savvy.
