    Different banks - different criteria. Maybe a phone call before applying could have prevented this issue ?

    Perhaps, but equally if it's a required part of the application, it should have been part of the application! They allowed me to do the application and authorise the credit check and only after that did they tell me they needed this certified document.

    If the MSE people are reading this you should update your guide about cashback credit cards, it's quite important people understand this new requirement for certified ID and that a cost could be incurred if you don't directly know someone who is registered with the FCA.

    Not everyone who applies for a card will have to provide identification though. Until an application is completed the card issuers won't know whether it will be needed or not. Some people apply and are given a card without any further checks. It's not a requirement for everybody.
