    Ok so what you keep the £8.5bn of NI receipts from Scottish employment and then spend it on pensions, unemployment benefit, disability benefit etc. block grant reduced by £8.5bn.

    Who pays for the fact that all the benefits that NI is supposed to cover cost more than £8.5bn? The Scottish people through benefit cuts I suppose?

    Actually, yes.

    Scotland should be given full FFA. Then they would have to pay for everything themselves. It follows that if NI is devolved then that which NI covers should be devolved.

    Indeed, give the Nationalists all they want (short of independence, there`s no mandate!) and watch Sturgeon and the SNP implode as they either reject it or by accepting it inflict financial penury on the Scottish people.
    It feels like an important day in the Holyrood/Westminster conflict.

    so basically Scotland has a very 'central belt' centric system and the SNP has no plans to move its parliament to a position in the 'centre of the country?
    I personally agree that that is what is best for Scotland.

    Once you get parts of FFR implemented do you think the desire for independence will be as strong?

    FFR/FFA sounds closer to the DevoMax concept which many on here told me was what they wanted in the first place.

    Happy for Scotland, Manchester, London etc all to keep their tax revenues, and spend it locally in the best way possible. Any local adjustments will have to be properly justified.
