Difficulty starting a new thread!

I can only seem to start a new thread, on this "site feedback" sub board, it is the only time the 'new thread' button appears. On any other forum area or sub forum, there is no way to ask a new question. Is it because I am quite new? Or being thick? I've spent about an hour trying to find out how including watching the…
