I've had this problem too (newb) I've spent hours trying to find this button. It appears to on some forums but not others. such as Citizens Advice Bureau. Try that and you will see there is no button.
It states clearly on that forum that "you can't post now".
It was an experiment, MSE has left all of the old posts still available to read.
BUT
You can't post.
