Difficulty starting a new thread!

I can only seem to start a new thread, on this "site feedback" sub board, it is the only time the 'new thread' button appears. On any other forum area or sub forum, there is no way to ask a new question. Is it because I am quite new? Or being thick?
I've spent about an hour trying to find out how including watching the intro youtube video. Very frustrated!

the new thread button is in the same place on every forum as you saw it on this section.

I think I was missing the fact that Either 1) I needed to go down a level under the different forum headings into a detailed subcategory before the button appears, or possibly 2) it was missing because I was a newbie.

Got used to it now and I guess it is only moderators who can make the subcategories under each major forum area.

I cannot find the new thread button either. I am a new member and have spent two evenings looking now. Very frutstrating. I saw on one of the other threads a screen shot of where it should be but my screen doesnt look like that - maybe I have an old version?
I want to ask a question about unfair parking tickets and only have two more days to pay so a bit anxious!
Any help would be much appreciated. Thank you.

Ain't it strange that spammers never seem to have any problems starting a new thread, in fact dozens of new threads as soon as they have joined.
