Neither RLA nor NLA ASTs use 23:59 - just date a to date b. I would argue against 23:59: Unneccessary confusion.

00:00 or 12:00 may lead to confusion when dates are concerned. 23:59 or 00:01 is not open to interpretation.0

The question is why you would specify the time at all. "to and including 13th February 2015" is all one needs.0

I want to issue an S21 to a tenant in England who is nearing the end of a 12 months AST. (Ends 2359(midnight)13th FEB 2015).
I may put it in the post (Special delivery)or deliver by hand, I haven't decided yet.
I want a possession order asaP after AST ends.
Any idea on dates?
Not being lazy, just out of time to work it out and be sure it is correct.

The deed is now done, S21 has been issued and receipt by tenant confirmed by email
S21 dated 7/01/2015 ---after 12/3/2015, I will start eviction proceedings (not the same wording(lawpack!) but the dates given are, I hope correct?)---looks good to me but please correct me if wrong dates.
Another question--This 12 month ast ends 2359 13/2/2015, What happens with the prescribed info if the tenant stays on after the 13/2/ as the tenant would then be in a periodic, all be it for a short period of time(hopefully). Do I legally need to reissue the PI?

Your S21 will be valid, since at the time you served it you had (I assume!) provided the PI.
But judges can occassionally make bizzar rulings....
And of course even if the S21 is accepted as valid, the tenanct could still sue for the penalty for failing to provide the PI for the new (periodic) tenancy. again, judge might rule in your favour.... or not.
So to be safe, I would re-issue the PI. It's no great hardship and covers your backside.0 -
