If I had the slightest doubt I would not judge but the cases I have mentioned, I know are cases of misuse.

There is no doubt that there is widespread misuse of BBs, but there is also widespread HB fraud, widespread Council Tax Fraud, widespread tax credit fraud, widespread income tax fraud, widespread v.a.t. fraud, widespread intellectual property fraud, widespread food bank fraud. However, this does not mean that deserving supplicants should be denied.

Personally I would far rather some riff raff parks where he/she should not, than that I pay for a non-existent child in Krakow or Karachi.
