NtK should arrive between days 29 and 56 after the parking event IF they are to claim Keeper Liability (KL). But UKCPS have recently joined the IPC (no longer a BPA member) so they may have changed tack on KL. You'll just need to see what comes through the post

NTK arrived today, have first stage appeal ready to print off.
You mentioned UKCPS have joined IPC (the logo IS on the park signs I was at) and may have changed tack re keeper liability.
what should I be looking for on ntk?

the driver of the above vehicle is liable for a parking charge in the above amount
We, the above named Co (UKCPS), are the creditor. At the time of this notice we do not know the name or current address of the driver. So, as registered keeper of the vehicle...
we invite you to
pay the parking charge, or
if you were not the driver, tell us their name and address, so we can serve them. You should also pass this notice to the driver.
There is no reference to PoFA 2012, and nothing specific saying they will assume the keeper was the driver.0 -

one last point before I post.....
In the 1st and 3rd paragraphs of the first appeal template, there a ref's to popla 2012 which form part of the formal challenge. I gather Ukcps will not go the popla route being in the IPC, so can I leave them in or dosent it really matter.

Hello again. Have just received a response to my 1st stage appeal. It was not the rejection I expected.
They wrote saying, (edited relevant bits) "if you are the registered keeper, we now have the right to recover from the keeper that unpaid amount".
And "You as the keeper have had the right to appeal within 28 day from point of issue of ntk. please note the 28 days has elapsed.
it looks to me as if they are saying they havnt received the 1st appeal.
I would appreciate your thoughts (again).
