    Edit: Finally managed to work out what was meant to have been said.
    It's PAC not PAC Code, it's MAC not MAC Code, it's PIN not PIN Number, it's ATM not ATM Machine, it's LCD not LCD Display, it's DVD not DVD disc... It's no one not noone, It's a lot not alot, It's got not gotten... Panini is the plural of panino - there is no S!!
    (OK my English isn't great, the sciences, maths & IT are my strong points!)

    You don't need a sim card to make a call to emergency services anyway. Even if it published the cell info, what is the guarantee that a mobile signal is always available

    Please don't post or spread this incorrect information. It could cost lives if people rely upon it.

    In the UK you need a working SIM card and you need to have reception on the network the SIM is registered too, if using a UK SIM in the UK.
