Start with Shelter then take it from there. The council might not do much as you've not officially been served notice yet.0

Make sure that you take full notes of the call you have just had (date, time, what LL said, your response etc) and any future calls/conversations relating to this matter.
This will help you remember/relay facts clearly and accurately should you need to at a future time during this process.

If the deposit has not been protected then the landlord is breaking the law as it has been a legal requirement to protect tenant's deposits since 2007. If you were to go to a county court, you could claim 3X your deposit and the return of the deposit. This should temporarily solve your rent affordability issues.
A valid Section 21 notice (both 1b and 4a) cannot be served if the deposit is not protected. It can only be served if the deposit has been returned in full, or with costs deducted but must agreed by both you and the landlord.0 -
If your LL has ever lived in the property I suppose he could go for a Section 8 on Grounds 1 but to be honest your LL sounds a bit clueless.
What's certain though that a phone call saying he's moving back into the property is not valid notice of any kind. Yes you will eventually have to move but at the moment the ball is firmly in your court.
You could negotiate with your LL and say that you'll move out in 6 weeks if he gives you £X to assist with the move, returns your deposit in full, and would give you pro-rata rent. Alternatively you could probably spin this out until the school summer holidays.0 -

It's up to you when you move out but the council might not help you until you actually have an eviction date.
Might be worth it to get off the private renting treadmill. Might not.
Bear in mind that you may be liable for the landlords costs in evicting you.0 -
I wouldn't bother pointing out to the LL that he hasn't given proper notice. The longer it takes before he realises, the longer you have when he actually serves proper notice, that's assuming he even can what with the deposit not being protected.
Talk to Shelter for advice on what to do next. My guess is to continue as normal, and possibly consider changing the locks if you think he is likely to evict you illegally.0
