Follow the details from the letters. You could also send copies to WY. If posting, get a free Certificate of Posting from the PO (don't use 'signed for' as often they won't sign for anything).

    Ok thanks
    Ill reply to both.

I wasn't sure if a reply should be made to PCS, since they are effectively Debt Recovery Plus with a different name.

If you don't follow the appeal route stated, they will have every excuse not to be cornered into issuing you with a POPLA verification code for each PCN.

The POPLA code has to be the outcome you need from this initial part of the exercise.

What happens if no response is given to PCS /DRP letters?

If PCS is a debt collection agency, are they going to even respond to the letters?

The place where the cars were parked, there was no signs up and it is just a side road where some office buildings are. These WY parking jokers came whilst cars were already parked and put up signs whilst people were inside a building!

The second time, they were captured on video putting up a sign in a different nearby place where people were already parked. I do not even think they have permission from the landowner.

I would only appeal to the PPC THEMSELVES, and ignore debt recovery

or do both , but only the PPC can issue a popla code

clearly DRP are acting as the back office for this after 28 days of not replying to the windscreen ticket , this is all covered in the newbies thread where other small companies are mentioned, like jas and wing , so clearly its gone straight to DEBT RECOVERY instead of WY issuing the NTK to the RK

you can complain about this to the BPA aos dept , plus also complain about WY not following BPA guidelines where new ticketing and signs are put up which allows a period of grace for the new rules to be followed (so motorists get used to the new parking rules and signs)

ignoring any windscreen ticket from a small company like this tends to get this same scenario, and DRP never give out popla codes, its WY you need for that

WY are enforcing the parking by ticketing

WY should follow the NTK route after 28 days and not just pass straight to debt recovery

WY are the ones to issue any popla codes

WY should follow the BPA CoP

my golden rules with these parking cases ? ignore DRP and any of their other names - regardless

    so post #2 was correct

Ticketing cars after they put the signs up would constitute fraud. If you have proof this happened then I think the Police should be informed as it would appear that a crime has been committed.

    I'm a bit confused.

WY parking enforcement is the PPC in this case? Or is Parking Collection Services the PPC?

I've read previous threads where Parking Collection Services have not responded and not issued any POPLA.

Just to clarify, should we be writing to Parking Collection Services who sent these leters? or the actual WY Parking people who slapped on the stickers on the windscreen?

Is Parking Collection Services a PPC or simply a debt collection agency? I'm getting confused!
They are the same people as Debt Recovery Plus Ltd who are the Debt Recovery agents.

    WY is the PPC

PCS are DRP and only debt collectors , hence the higher charge

you can ignore DRP , deal with the organ grinders who havent followed BPA CoP guidelines

    appeal each ticket to WY

    complain to the BPA

and read the newbies thread, especially the part about small PPC,s like JAS and WWING and Nighthawk , its just the same as those small scale people who ignore procedures and go straight to debt recovery after 28 days of being ignored

nobody with any sense pays DRP

you can also read all about the debt collectors in the same NEWBIES sticky thread - all old hat and well documented on here

    ok thanks.

thats great. So appeal to WY will be made for each ticket.

Just done a complaint to BPA.

We also have video footage of WY parking entering the place where cars were already parked, and then start to put up signs. After that, they start to go round putting tickets on each car!
Luckilly, people came prepared and so video has been recorded of these scammers.
  • Why not upload the video for all to see and really shame these people.
