Unless we get a link to the product from the OP then we have to assume the manager corrected a mistake.
The Toshiba C50 does not require a USB to make it work and the comment about needing it to make it work is clearly wrong.
Perhaps the photo evidence the OP has could be posted.0 -

Display models don't normally have USB recovery with them, as they're out on display. For those that do, the price is £35 unless the store is installing extra software the customer has bought (£45) and then giving a 30-minute tutorial (which is the £55). And if the only one left was already set up and you really didn't think the technician's time was worth it (joking, I do most of the setups for my store and if I'm in a mood then it's personal
), then you can just pay £10 for the cost of the USB stick itself. If I see people selling the set up laptops and not putting the stick through), then I'll run over and make sure they add the stick onto the sale (at whatever price), purely so that it's on the receipt, is accounted for on the stock file, and makes sure that the customer has everything on their receipt.

It could be the usb is not part of the sale but an item used to reset the laptop, it would have contained the operating system, but with the operating system installed it's not needed to run it.
For me this was a mistake that the young lad made by leaving it in the box. The mistake was corrected by the manager but the op is having none of it.
The product info would say what's included, my guess is that the USB is not included hence the confusion.
I also assume the OP took the refund rather than just leave the USB but a link to the actual product would tell us for sure.
I agree, but sale had already taken place therefore they have no right to demand additional payment and retain the goods.0
