As Redx says - no. Not from a debt collector (= numpties in a call centre with no powers to do anything except send letters). No point getting in touch with TNC as you missed the appeal deadline and can't get a POPLA Code. The Retail Park Managers themselves need to TELL Excel (not TNC) to cancel it for you as a family of customers who will not return if it's not quashed.PRIVATE 'PCN'? Am I at the point now where I just have to bite the bullet and pay?
Or is it only Excel who can issue? This is from TNC and it says their client is Excel0 -

Nope!
Wait to see their next move 'Intention' doesn't mean 'Will'. And in any case, TNC are debt collectors, they cannot take any legal action against you, only Excel (or the landowner). And 'Summons' is a term relating to the criminal court. This is not a 'criminal' issue.
We really don't need to see anything further from you about the next TNC letter in their chain - they are all totally predictable, and equally impotent.
Come back if you get anything headed 'Letter Before County Court Claim' (or similar), or real court papers from the national administration centre at Northampton County Court.Please note, we are not a legal advice forum. Does it really say "summons"? If so you should complain to the BPA Ltd. that its member, Excel, through its debt collectors, is misrepresenting this as a criminal matter.
You could send a similar complaint to Trading Standards.Je suis Charlie.0 -
Deny the debt and demand either they clear off or take court action. The denial of any debt means this has to be referred back to their client.0
