Well I finaly got a response from Waitrose. They are now arranging for my card to be "fast tracked" which may take up to 3 weeks. I could have got a few passports sorted by now.

I am really being unreasonable to complain about a simple loyalty card that most stores get to you within days of applying. The fact that the initial application was months and months ago. I have been in store twice and reminded them, twice assuring me it is on it's way via their phone call to head office (as well as my wife who has also had no card) only to be eventually told in a slow response email that they are still going to take 3 weeks ? A bit of plastic with a few numbers on and some data encripted all processed via a computer.

I appreciate that it does seem odd, that after all these requests, it hasn't arrived yet. Have you also complained to the local Royal Mail Sorting office?
Also, curious to know what 'loyalty' cards you've had that only arrived 'within days' of applying!?
You don't really think that once the call has been rec'd, someone goes off to a back room sets it all up, and posts it out!?
