Sounds like they are claiming that when the old terminal building stopped being used in 1986 and the new one built that the byelaws no longer apply to the new site. I guess the wording of the byelaws would be key.
The old airport was in a different place:

Actually it's not the terminal is in a new place, the runway which is basically "the airport" has been there since 1966, and the land the new terminal is built on was always part of the "old" airport.
The new terminal opened in 1986 when the city still owned it and who amended the byelaws in 1982.
In 1990 British Aerospace took it over, then Peel took over in 2000 and built a bigger terminal.
However the whole foot print except for around a 50 metre strip along Hale and Dunlop road and Speke hall avenue was always part of the "old Airport"
I know this area very well as when a child this was our playground, when we were constantly chased away by the Airport police in their landrover or their Austin van. Sometimes caught and taken home for my Dad to deal with!0 -

So if the old terminal building is the hotel pin pointed on my map, you're saying aircraft would taxi 1.5km down to where the present runway is?
Yes the taxied along from the old terminal around Speke hall running parallel to the river to the new runway. However it was only the big boys or if they wanted to take off or land at night, the smaller ones could still use the old north runway.

Thank you for your further letter of 11 March in response to DVLA’s letter of 24 February regarding the enforcement of restrictions at Liverpool John Lennon Airport.
I am sorry you found the DVLA letter and the inclusion of the information leaflet INS101 patronising. The inclusion of the INS101 was intended to provide you with information on how to progress your complaint further.
In your letter you have indicated that you now intend to progress your complaint to the Independent Complaint Assessor (ICA), unfortunately you cannot refer your case to the ICA yourself, as all referrals must come from the Agency who has been dealing with your request. If you do wish the ICA to review the handling of your complaint, please tell us specifically what you are unhappy with. Information regarding this process and what the ICA can and cannot review can be found online at https://www.gov.uk/government/collections/independent-complaints-assessors-for-the-department-for-transport
The DVLA is of the opinion that its actions in this matter are in accordance with the law. I acknowledge that you disagree with this, which of course is your right. In the circumstances, the Department has nothing further to add to the information already provided. However, your request for the name and position of the person or persons who sent you the letter of 24 February will be dealt with as a Freedom of Information Act request and you will receive a reply shortly.

Fergie76 Yes ... the irony did not escape me,
I have no illusions as to how far I will get just as you have discovered ....
but do feel that it is my duty to help as much as I can, and pursuing this is hopefully part of such.
so ...... if any one has any advice then as all ways it will be forgetfully received,
I see my next steps as being
1: trying to get the DVLA to use the internal Independent Complaint Assessor
2: Start my complaint to the ICO
3: try to involve my MP
