    Not really - it's not quite that simple - the 14 day rule just means they can't get 'keeper liability' and doesn't make the PCN void or anything (not against a driver). Although it's fully appealable (by the keeper not driver) and winnable! Anyway you will know that now, as Fruitcake told you where to read, so you will be fully informed by now I hope:

    Can we see the signs please - I haven't seen a car park run by Ranger Services. Would like to also see their NTK both sides please. Bet it's useless.

    That's it - yep I could see those pics. Terrible signs outside, nothing about the risk of a charge or how much (at all). And those xray signs etc., prove your point.

    If postal PCNs are to come out they'll arrive this month, not up to 56 days. And you will beat them at POPLA and can also complain to the BPA and the NHS PALS (Google them) for all the reasons you have already explained.

    If you get a Notice in the post, chuckle about it and think 'game on'! And show it to us (both sides). No probs, you won't be paying.

    there is another more specific blue notice round the back of the hospital that is more like the one at Warrington where I tried to pay the charge and when it would not give me a fee, I gave up defeated...it is pictoral evidence that I input my reg no and the time I tried...I will get the pics tomorrow..they are in blue and white and say all cars must pay, then have a separate part in sections with a disabled badge sign ...very misleading and lots of us were talking at Warrington as lots were unsure...have Highway or Rangers details on them but when I parked in the dark, on the 11th, I took no notice as there has always been pay and display, but exemption with a current blue badge...that what I understood, until I saw the sheet in Xray...thats why I photographed it...it was right next to the x ray room...could not miss it.

    NEW parking charges will come into force at Warrington Hospital from Monday.
    A new 30 minute free parking period has been introduced following patient feedback to suit visitors dropping off friends or relatives as well as patients who are visiting for quick pre-arranged tests or collecting prescriptions.
    Standard timings and charges have also increased with up to five hours parking costing £3 and five to 24 hours costing £5Prices were previously £2.50 for up to four hours and £3.00 for four hours and over.
    There are no charges for blue disabled badge holders and significant concessions are available for frequent or long term patients and visitors.
    Visit the cash office, near the shops in the main entrance at Warrington Hospital, to purchase a discounted permit

    A COUNCILLOR is launching a campaign to try and win parking concessions for disabled people visiting Warrington and Halton hospitals.
    Helena%20Campbell.jpgCllr Helena Campbell (pictured), a member of Culcheth and Glazebury Parish Council, decided to get involved after being inundated with complaints from disabled people in her area.
    Warrington and Halton Hospitals NHS Trust decided to implement charges for disabled people on hospital car parks following the introduction of a new number plate recognition system.
    The first half-hour is free – but motorists then have to pay £3 for up to five hours. A longer stay costs £5. Previously, disabled motorists could park for free.
    Cllr Campbell said: “Local disabled people are telling me the changes are calling real hardship.
    “They get a blue badge if they cannot walk more than 50 yards and most of the car park at Warrington Hospital is further away from the hospital entrance – never mind how far you have to walk once you’re inside the hospital.
    “I am holding a meeting of local people who have expressed concern and then I proposed to write to the Trust chief executive, Mel Pickup, calling for a review of the charging system to benefit the disabled.
    “It is not right that disabled people have to struggle to find a parking space, then pay and then walk considerable distances to the hospital. It is particularly bad when it is raining.”

    Automatic number plate recognition cameras are being introduced at Halton General A VETERAN health campaigner has blasted Halton General Hospital after it introduced blanket parking fees for all spaces including disabled bays to come into force from today.
    Bob Bryant BEM, former chairman of the Let’s Go Stroke Club, said the hospital’s charges would hit the ‘most vulnerable in society’.
    He also slammed management for not consulting the public on the changes.
    The parking fees regime was rolled out on Monday.

    Warrington And Halton Hospitals NHS Foundation Trust (WHHT) has defended the move.
    A spokesman said automatic-number plate recognition cameras have been installed to prevent misuse of the car park and to stop drivers picking spots where their vehicles obstruct other motorists and cause hazards.
    He said the technology means those with a disability blue badge also have to pay.
    The spokesman added that there was no formal need to put the changes out to public consultation and that it was discussed by the trust’s board, which also made the final decision.
    He stressed that the hospital also has ‘an excellent concession package’ for frequent visitors.
    WHHT’s parking fee regime also came into force at Warrington Hospital.
    Under the system, the charges will not increase and drivers will have to input their registration numbers so traffic in and out of the hospitals can be logged.
    The maximum cost of parking is £5 for five hours or more, £3 for between 30 minutes and five hours and free for less than half an hour.
    Concessions will pay £1 a day.
    Patients who need set treatments such as dialysis or chemotherapy will be excluded from the charges.
    Health campaigner Mr Bryant, who has regular appointments at the Halton General, found out about the parking fees toward the end of last week.
    Some of his concerns focused on residents who need frequent courses of treatment such as kidney and cancer patients, but the hospital has since said these two types of visitor will be exempt.
    He told the Weekly News: “I’m not against paying myself but why are they hitting the most vulnerable – the disabled, the elderly, people who need to park closer.
    “My other concern is why haven’t they consulted with the patients who use the place?”
    George Cresswell, associate director of estates & facilities at the hospital trust, said: “Parking has long been an issue at the hospitals and we have introduced this system so that we can better manage our parking spaces and flow of traffic on the site.
    “By using the system we’ve been able to introduce the new parking machines which include some with chip and pin payment facilities and the new system gives greater flexibility so patients can pay on exit if they wish and they’re not sure how long a visit will take.
    “We’re not increasing the charges but unfortunately, because of the nature of the system, all patients and visitors need to pay unless prior arrangements are in place for those coming for a number of treatments.
    “This does include blue badge holders and the trust board looked at all the evidence and what other hospitals do before making a decision on that.
    “Anyone who is coming for regular care can talk to us and we can discuss the concessions available which reduce parking to around £1 per visit which is one of the lowest hospital tariffs in the North West. We want to be as fair as possible to our patients and visitors and that is why we’ve not raised the tariff and hope that the new system will mean it is easier to park.”


    As my 2 visits were on the 11th , ie sent from Halton to Warrington for further treatment, I wonder if this date will apply to us????? Cant find a date for Warrington implementation....but do have pictoral proof I tried to pay at Warrington.......................
