working 16 hours no pay slips (yet)

Hi. I've been in a job since February this year working 16 hours a week. I get some housing and council tax benefit. Last week I got a letter through saying they've suspended this and sent a paper for my employer to fill out, its a sort of declaration with a part for us each to fill in. They accepted this same form when I first applied for benefit as they understood I didn't have any wage slips, but here's the thing - I still don't have any. My employer spoke to his accountant on the phone at the interview and he said it would be fine for me to go without slips so long as he 'puts it through', presumably this means at the end of the tax year. He said because my boss won't pay any of my tax and national insurance this is OK to do. My boss is a sole trader.
Firstly does this sound right? And secondly will the council keep accepting declarations off my boss until I get some form of alternative proof when the accountant does whatever he does next year?

no it doesnt sound right.
he is legally obliged to give you a wage slip.
the new HMRC system also requires that your earnings are declared to them on a monthly basis rather than at the end of the year.
it sounds very much like he is employing you on a cash in hand basis which is illegal

Not everyone is entitled to a payslip

Employers are exempt from PAYE if none of the employees is paid £111 or more a week, gets expenses and benefits, has another job or gets a pension.

Hi, skint yet again. I get £104 PW working as a plumber's mate. He's winding down now as he's in his mid sixties otherwise there'd be more hours. For him its something to do now, for me its a job. He's assured me its all above board and that I'm on his books. Maybe its a way of him saving money by having his accountant do it all in one go? Thanks for the link I shall read through them.0

So long as this is your only taxable income (housing/council tax benefit are not taxable) and you are an employee he will not need to report anything to HMRC for you personally (other than claiming your wages as an expense on his own tax returns and showing your payments in his own accounts) - not sure whether he should give you a weekly payslip though - would suggest you check with ACAS... contact details here:

You can ask the employer for a "Statement of Earnings" for each tax year ending 5 April as you will not get a P60 - this should confirm his name and address as employer, your total pay, which tax year the statement is for and it should be signed by him or his accountant.
You will need to check with the council to see what evidence they require
