You could try a chat with PayPal, but I'd suggest it would be a last resort as you might not want to anger samsung at this stage. It might not even be possible as I'm not sure how long ago you ordered/ what paypal policies may be relevant. talking to them can't hurt and it gives you something to do while you wait for Samsung to act.
I was hoping that you might have had a card that might have insured purchases (some accounts do).
and I was I was thinking that if you'd paid by card you could possibly consider a chargeback, but I'm not familiar with the exact rules around that.

You posted on the consumer rights, praise, vent and warnings and ebay/auction boards. The one that contains the word rights is the place your problem belongs and the replies you should be heeding.
You returned the phone by the method Samsung arranged. It didn't get to them. It's Samsung you have to deal with and sort it out with. It's not a police matter BTW.0 -
