Are you talking about Talkmobile or TalkTalk mobile?

Talkmobile has it's registered office at Vodafone's HQ in Newbury...

TalkTalk mobile customers are apparently going to o2 not Talkmobile. TT was hived off from Carphonewarehouse as its own company years ago, TM is now part of Dixons Carphone, the merger of Carphonewarehouse & Dixons Group (PC World/Currys) in August just past.

I don't see Talkmobile being budget at all, £15 on a contract gets 750 mins, Orange direct gets unlimited mins for £21.99, £6 more, no FUP.

It's not quite that simple,, you have misunderstood what Cornerstone does. It is a sharing and maintenance agreement like the EE/Three MBNL agreement.

Cornerstone has meant that each network is responsible for maintenance and development in different parts of the country, but the actual networks are still completely separate. Both networks are still responsible for the operation of their own networks outside of Cornerstone, so just like there are differences in coverage and signal between EE and Three, there will still be differences between O2 and Vodafone.

Also, Cornerstone does not maintain the backend structures, so the weaknesses of backend infrastructure (like data) will still be a problem for each network (and this is one of the huge weaknesses of Vodafone in many places, and why data throughput can be almost zero, even with a good signal).
O2 and Vodafone established a joint team called Cornerstone in 2009 to share their combined UK masts.

This works on a different basis from MBNL, as it is a system through which O2 and Vodafone share the structures on which their radio equipment is sited, rather than sharing the antennas etc.

Since then, Cornerstone has been deploying new masts and consolidating the existing networks on behalf of the two mobile network operators. As a result, O2 and Vodafone are working much more closely together on deploying new base stations, increasing the amount of sharing that occurs between the operators.

This joint working will result in O2 and Vodafone building fewer new structures on which to site their new base stations.

In a nutshell: One grid – two competing networks

We’ve partnered with O2 to give you even better mobile coverage across the UK, but we’re definitely not merging with them, this is only about the physical infrastructure at the end of our network. What we’re doing is putting our masts and O2’s masts together, getting rid of duplicates and building out some new ones (there will be about 18,500 of them by the time we’re done). We’ll both plug our networks into those masts and all of them will deliver a signal to our customers.

“We’ve partnered with O2 to give you even better mobile coverage across the UK.”
In order to get this ‘grid’ up and running as quickly as possible, we’ve decided to divide up responsibility for doing the work equally between the two of us. We’ve also set up an independent company to manage the passive infrastructure on the mast sites – i.e. anything that doesn’t relate to the transmission of a signal.

Vodafone will be looking after network maintenance in the West of the UK and Wales, while O2 will be looking after the East, including Northern Ireland. Both partners have signed up to strict service guarantees to make sure any issues are dealt with speedily.

We won’t be sharing our signal, our spectrum, our fibre backbone network, or any of our services. So you won’t be able to switch between a Vodafone and O2 signal. But if you’re one of our customers, you’ll be able to get a Vodafone signal from every single one of the masts across the UK, and we’ll still be controlling the traffic for the whole of our network. It also means we can continue to deliver innovative services (such as our My Vodafone app and One Net Express for our business users) as they live in the intelligent core of our network which is not part of the deal.
