Unless they are mostly doing b then I'd go with the Mini.
They currently use the Android tablet for watching YouTube videos and BBC iPlayer hands-free and Skyping their friends whilst playing Minecraft with each other. Will probably get more into social media when they start in secondary school next year.
Looks like the Mini would not be OK then

I wouldn't write off the mini until you have seen both tablets in Tesco or wherever and compare. A tough decision, and only one that you can make. Remember that you will also have to factor in costs for a cover, as you won't want such an expensive item being damaged. Also consider portability....I know both are portable, but the mini is just that bit more so. (Am only thinking of your purse strings here.)
I'm quite happy to sit and watch the news on my mini at a table when having my breakfast, although wouldn't be so happy if it was at the other side of the room. I also pop it into my handbag which I probably wouldn't do with a bigger tablet, so that I can read, watch a video or listen to music on the go.
What's going to be happening to their 10" android tablets? Are they being sold or kept? If the latter, they could still use them for watching video, whilst using the ipad mini for other things. Do they have tv in their rooms which would enable them to link the ipad to that at some stage (more expense, but idea for Christmas or birthday pressie from someone else)?

Neighbour's friend at school brought her shiny new iPad mini to show everyone a couple of years back. She dropped it, and yes cracked screen on day one.
Well worth getting a case before they go anywhere0
