How to tell if lintels were fitted

A lintel is designed to carry brickwork and various other structural items above openings ie windows and doors .It is an offence for any installer to install new windows or door and not install a lintel if one is required no matter how many courses of brick simples building regulations a http://www.planningportal.gov.uk/uploads/br/BR_PDF_AD_A_2004.pdf .
Of course support is required for the brickwork - I am not suggesting otherwise. My point was that most people do not realise that it is the inner leaf of a cavity wall which is load bearing. Hence comments such as slide in a metal strip, or remove a couple of face bricks are wide of the mark.0
