    (1) Put a barrier up at the entrance that gives a ticket.
    (2) Put in a payment machine that receipts the ticket when you pay.
    (3) Put a barrier up at the exit that only opens when a receipted ticket is presented to a machine.

    That was easy and I don't even own a car park.

    I have to admit it's not really my idea, but a system that works very well at my local hospital.

  • Thank you Fruitcake and Matttye, at last some useful comments. No need for popcorn, I don't work for a PPC I'm the land owner. We don't employ ANY companies to issue tickets.
    Yes putting barriers and ticket machines in would possibly control the problem to a degree, but it would not be cost effective. Besides barriers are not pedestrian friendly and get damaged by persons who drive through them who do not want to pay to park.
    We only charge £2.50 for a full days parking and our regulars gladly pay it, our problem is with those that park and block the entry/exits for our deliveries and those parked with our permission.

    No one likes to be ridiculed or attacked for asking a serious question. My mistake was asking the question to someone who looked like they had the intelligence and facts to help me find a solution on a site that is set up to help people resolve a problem, not attempt to ridicule them.

    My local hospital has barriers for the cars but the car park is surrounded by bollards that are spaced wide enough apart for pedestrians to walk between but not for cars to drive through. A moped could probably drive in between the bollards but it would need to mount the curb as well.

    The problem with PPCs is that they charge ridiculous amounts for minor infractions and I'd be surprised if the landowner wants the same as the PPC a lot of the time. If I take 2 hours and 10 minutes shopping in a store and am parked in a 2 hours free space, it makes the company in question look bad if I'm charged £60-100 for a slight delay in getting back to my car because I was spending money in their store.

  • Without going to the expense of barriers, why not put some fake ANPR cameras up and display some PPC-style signs - you could have your own made. You don't need need to issue tickets etc, but the signage could prove to be a useful deterent. You could attach a warning note to those vehicles that cause a problem on your site - stating that a formal parking charge will be issued next time.

    Empty threats they may be, but it could well work.

    Taking on a PPC would be foolhardy - Challenge the Fine is looking to having a class action court case with the PPC charges declared as unlawful penalties, meaning that PPCs would have to repay 6 years worth of charges - and that is lot of money they don't have. In the event that the PPC cannot cover this payment, then the liability could well fall on the landowner.

    Yes, I totally agree.! My local hospital has also has this system hence the reason I know the downside of barriers. They have another car park which is owned by a private company and they have parking control that charge £60/£100 tickets. Personally I think that a hospital should only issue a parking fine for vehicles that cause obstructions. As for the fine charging structure, £60 tops with a quality appeal system in place.
