delay compensation with mixed airlines

I booked a flight to Norfolk Virginia via NYC through a travel agent. The transatlantic leg was with Virgin and the internal US flight with Delta.


The Delta flight arrived 10 minutes late, which meant that I missed the transatlantic flight.


The question is, who do I claim from; the travel agent, Delta or Virgin??

    Virgin did nothing wrong as it was you that missed the flight
    Delta were the ones that delayed you but as a non-EU carrier departing from a non-EU airport, EU compensation does not apply so no claim
