Was the sugar for handing in food parcels or for use in teas etc. It seems odd that you can’t ask - I can understand not making a nuisance by asking for it, but surely a discreet poster or notice requesting items in short supply or in high demand placed in the right areas might ensure the recipients get what they need.
I wonder if it is to do with the sugar tax. It might not be good to be seen to be requesting sugar *rolls eyes*Mortgage at 12/07/2022 = £175,000
