Why don't you tell the local paper about the incident. It's the sort of story they love, especially if they can print a photo of your MIL looking battered and bruised. It might jog peoples' memories, the guilty party may be remorseful and come forward.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0

I think BEB is referring toFraud by failing to disclose information
