if the budget allows then nothing better than four new matching tyres for safety
Ice made good suggestion asking what is your spare like if you have a good/new spare then use that and try and get three new matched tyres to go with it and put the best of the rest as your spare0 -
Why is the 4th not worn to the same extent as the other one on that axle? Was it replaced on it's own at some point? If not then you have uneven wear levels which you should investigate and if necessary fix before putting new tyres on.0

A Pug 107 could be 9yr old. If it's the original spare, I'd be binning that and putting the best of the current four in it's place.
On one sidewall, there's a code - starts DOT, then probably three groups of four digits. The last four digits, in an oval, tell you the manufacturing date. WWYY (two digit week number, two digit year number).
Not on this, but on other cars, if it's three digits, it's pre-2000, WWY. If it's three and a triangle, it's '90s. No triangle, it's '80s. Anything above 10yrs is binfodder. Anything above ~6yrs is spare-tyre use only.0 -

I'd change all 4, budget permitting. To the point that I'd probably check the price matching offers to make sure I could afford it. The coming months are especially bad ones to have anxieties over braking in.0

Since the OP has asked a question about the number of tyres to change, how on earth have you decided that is a pertinent question?
Also, based on the fact they're asking the question, I'd hazard a guess the OP is not mega-knowledgeable on the subject of tyres, so they probably wouldn't know a Chinese ditchfinder if it jumped out in front of them, like so many people.0 -

There's nothing too scary listed at all, probably because even good stuff is so cheap. I'd be perfectly happy with the cheapie Avons, but if t'were mine, I'd be putting the couple of quid per corner into the Contis.0 -

* Peugeot is 08 plate -
* the spare and tyre 4 are both used but newish
* had the car 1 year (only 6000 miles) so we haven't done anything to the tyresI think I saw you in an ice cream parlour

If the spare and the 4th are very similar then I would buy 2 new tyres and switch the spare and the 3rd tyre...
