As I understand it, The Appointee is receiving the Attendance Allowance into an account they manage, and the OP is not happy because the Appointee does not spend 35hrs + a week caring for the person with dementia.
As has been said, the attendance allowance can be used by the claimant any way they choose to provide for their needs. This could include paying the appointee's costs to come and stay regularly or asking the appointee to pay other costs, ie laundry, additional care hours, cleaning.
Just because the Appointee is not close at hand does not mean the money is being used improperly. The Appointee though should keep accurate records of how the AA is being spent.
In this case, it is complicated by the fact that the claimant has dementia so may not have capacity to make their own decisions. If the OP believes that decisions are being made that are not in the claimant's best interests, they should report the matter to Social Serves or discuss with Age UK.

Then the OP is getting Attendance Allowance mixed up with Carer's allowance.
To qualify for CA, you need to be caring for someone for 35+ hours a week.
The OP has already clarified (post #7) that the appointee was claiming CA but is not any longer.

Appointee lives 135 miles away, attends to person's needs every 2-3 weeks.
Cliaming AA on behalf of dementia person(not carers allownce), Dementia person unaware of this.
Dimentia patient has carers in place paid thru direct payment
If the person in question is claiming attendance allowance on behalf of the person with dementia because the dementia sufferer has little capacity, then of course the appointee has to claim it, and place it in a separate bank account. And how do you know who pays the carers who are in place through direct payment? Can't be the dementia sufferer?
And in any case - if you are so concerned - why don't you ask the person who is appointee and get the full story from him/her?
