Just so you're clear - VbV, part way through a transaction a pop-up window suddenly appears demanding name, address and DoB. It then takes you through a detailed set-up asking for "greeting phrases" and "security questions", and all you're trying to do is buy something online. It's the pits, and goes against all good systems designed to prevent phishing attacks.

So that's my gripe: the leeches at TV Licensing have withdrawn the facility at Post Offices and now they're trying to force you to sign up to this ridiculous system when you buy something online.
Oh, just remembered - those other parasites at DVLA have done the same on their site.0 -
VbV is a programme run by the banks, most UK merchants have zero choice about using it if they wish to take online payments (it'll often be in the terms of their using the online payment processing system).
You only ever have to set it up once, then if you can remember the passphrase you choose you just have to work out what 3 characters it asks for in the future are.
It takes me an average of about 5 seconds to do it, and maybe about a minute to fill it in for the first time (which works across all merchants for the card you've set it up for).
This assumes of course that the VbV (or mastercard 3dsecure equivalent) pop up every transaction, often if you've done it before on a specific retailers site the system at the bank/payment processing system remembers that you've used this company before, and doesn't ask for it unless it's a large amount of money involved*.
If you're going to complain about a security measure, it helps if you understand who exactly imposes it.
Mucking around writing out a cheque, then diverting to a post box (assuming I remembered the envelope) would take me far longer than doing an online payment, even if I had to do the VbV setup every time (I haven't, I think I've done it once for each card in about 10 years).
*For example I pay my credit card online every month, after about 2-3 months it stopped asking me for my VbV passcode as the systems recognised it as a routine transaction.0 -

The answer to the original question is "no, it won't be processed". It will be refused by the licencing company, Royal Mail will open it and return it to sender.0
