I applied for supplementary card for my spouse on Tescoplatinum credit card. This was back in July, Bank wanted copies of passport,utility bills etc certified. They sent originals back and said will be intouch, then nothing heard until I called. Apparently they didn't like myspouse's name on the side of the bill and wanted…

Ah ha! I do seem to recall a notice during the application that further ID may be required. So the partner's electronic ID, or lack thereof, could be the OP's problem.
