Dog attack, vets bills

Hi, 7 weeks ago my dog (English springer spaniel)was attacked by another dog (black lab possibly a x) outside my house, the owner of the other dog allowed him off his lead although my neighbours are all aware he can't control his dog, but the owner was on his mobile at the moment his dog came thundering towards mine. In a panic my dog tried to get away from him but fell to the ground and rolled letting out an ear bursting yelp! When we got him back inside ( he had to be carried) he clearly needed to been seen by a vet out of hours. Anyway it turned out he broke both his front legs and required immediate surgery, the bill now stands at just under £3000, I'm looking to the other owner to pay but I'm not getting anywhere, I reported the incident firstly to the police who informed me it's now a council matter, the council took statements and visited him but nothing more was done. I'm out of pocket through no fault of my own and my dog may need further surgery - he is only 2! What can I do? Remember scots law is slightly different.

Yes we have posted him a letter along with copies of the vets bills and proof of dates, he and his wife are very much aware of us requesting the money as she has been seen on 2 occasions at the back of my house for no apparent reason looking at our house.0

in your description you don't say that the other dog actually touched yours. Just that it came towards your dog and your dog ran away and fell badly
if the other dog didn't actually touch your dog I am not sure the other owner is accountable - may be wrong but it doesn't sound like there was an actual attack as suchI am a Mortgage Adviser

I'm with the others, it doesn't sound like his dog even touched yours let alone attacked him, it's really not normal for a dog to break both front legs just from an awkward fall, was there possibly an underlying problem that you didn't know about?
I know it's too late now but this is why pet insurance exists.0 -

Whilst I have sympathy is it was just your dog falling then they do not have any reason to pay the bill.0

It's probably also worth asking your vet to do tests as to why your dog has such weak bones. It's not normal for a dog to break both front legs going head over heals.
It sounds as if there may be an underlying condition that would have manifested itself at some point anyway, just so happens it was when this dog ran towards yours.Accept your past without regret, handle your present with confidence and face your future without fear0
