They couldn't obtain DVLA details as the would be have no reasonable cause. They have been given details that adhere strictly to schedule 4.

No it wouldn't bring parking companies to their knees just as beating them hands down on GPEOL doesn't bring companies to their knees.
Simply because it will be such a small portion of the total number of tickets issued that it wont have a big effect.
Just as the help this forum gives has a minimal impact on appeals in the overall scheme of things

In either event I cannot see how this can be done unless RK checks are carried out online whilst an attendant (employed, contractor or a self-ticketer) waits at the vehicle - that is the attendant uses a mobile phone or a radio to a base. Even in the case of LA enforcement I cannot see the point of such checks but am perfectly willing to be persuaded to the contrary.
Given the size of the PPC's we are talking about (IPC members) my best guess in respect of the majority of them is that they use a bureaux service (i.e. a third party such as Ranger Services) to obtain RK details for them or they submit V888's. For those reasons I would consider the possibility of a check carried out before issue of a windscreen ticket as all but impossible.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

Yes it would, because a MCOL cannot be issued to an address outwith England and Wales.
Of course, an MCOL can't be validly served at a service address even if it's in England/Wales, it has to be served to the residential address, so a Scottish address isn't essential. However, it would further emphasise the futility of pursuing a case.Je suis Charlie.0 -

Yes because although i know POPLA is not liked by every one but at least you can see what's going on. I do actually believe it to be independent of the BPA.
I know POPLA has its faults but credit to someone like Steve Clark at the BPA who has got a system implemented which works (if you do you research)
