Personally, my best friend is one I met and made friends with when we moved to a new area when I was 2.5. My mum is also best friends with her mum, and I suspect the contact when we were children was largely so they could have a gossip!
She doesn't live near me any more but we meet regularly as I still live in the same area and she visits her mum. Our children now play together and I really hope that they will be friends in the future - they are close in age as we both took a while to get around to having children.
Aside from the children of people I was already friends with, I haven't found any friends for them. I go to baby groups and there are nice people to chat to but I don't see them outside.
I went to NCT classes with my eldest and there were 5 babies born in our group. 3 of them we never saw again, didn't come to the reunion or even let us know what they had or what their names were. The other we saw at the reunion and once in passing at our local supermarket. My friends are my uni friends and people I used to work with at my last job as they are more like a family and we all get on brilliantly. I wouldn't have it any other way. I was massively bullied in school by the people I was friends with since reception so I was glad to get them out of my life.

Believe me, it gets harder when the parents like each other - but the children HATE each other! There is no point in trying to arrange a mutual day out, let alone a trip to Disneyland Paris when the kids start whinging "mum - she's looking at me" - let alone getting them on the same ride!0

Now, you cannot say it will remain. My closest birth friend of eldest is also godmother to my youngest so we are very close and my son would rather eat dog poo than spend a minute with her daughter now. They used to "get married" to each other and she once was the love of his life.
