As this wont be a run of the mill process due to the unusual circumstances do I send the funny appeal to PE as the soft appeal and then await POPLA and then not need to go to POPLA due to DVLA by then will have been notified and presumably cause it to be cancelled?0

Yes - funny first appeal to PE would be my thought.
Will also be interesting to see if they have actually READ it when (if) they send their usual rejection.

I would be inclined to set an elephant trap for PE. Send a straight forward "what happened" appeal to PE, but keep details to a minimum, do not mention that the car is a Corsa. If they reject the appeal, which is likely, use the Popla code for the transformer appeal.
If that loses and they take you to court they deserve all that you can throw at them.You never know how far you can go until you go too far.0 -
As this isnt my ticket I'm not sure I want the possibility of this going far enough to get to court. As much as I'd like to waste PE's time and make them look like fools its not me that ends up in court0

Glad you liked the idea. Inspired by Parking Prankster's various appeals of course. Do make sure the actual details are correct etc though. But it gives you something to work on! And of course appeal as keeper not driver, quite easily done. Will be good to see their reply. I would make it a fun appeal to PE to elicit POPLA code when they reject it, but make the POPLA appeal serious. Since we know they reject even the bestf serious appeals. It lose at POPLA, you have nothing to lose. However if it does concern you sending in a "fun appeal" just go with C-M's in the newbie thread. Its not the first appeal that worries me I just dont want to take it too far as its not me that has to fight it beyond the POPLA stage if it got that far.
I'm happy to submit the transformer appeal to PE and get a POPLA code but obviously want POPLA to throw it out based on the fact the car doesnt even belong to him.0 -
