I recently applied for a refund to TVlicensing, and I am not very happy with their response and feel very strongly that they are in effect stealing money from innocent people.! If you could please take the time to read this email and let me have your thoughts then I would really appreciate it.
Nowhere does it state on my tv license that I will only be refunded on unused quarters, neither did it advise this on the refund form completed online? It simply requests evidence to support a refund.
In fact despite being refunded some of the money owed, I still received an email from tv licensing requesting supporting information. I duly supplied a completion statement and later a final electricity bill, I spoke to a customer service advisor and was in fact advised by him on 17th Sept that I would receive what was owing to me.! Circa £37.! However I was notified by email yesterday that as my final utility bill is dated 6th September and I have paid until 30th November 2014 I am not entitled to my money back!
I am totally flabbergasted that they feel it is fare and just to keep my money when I have fallen into this quarter by 6 days having officially moved from the property on 6th September and paid until 30th November. At no point does the system advise the customer at purchase point that you will not be refunded for used quarters. In fact I would have paid quarterly in arrears if I had known, as I would have been better off even if I paid a quarterly premium of £1.25. Knowing as I did that I was selling the property.! I purchased the license in good faith as a law abiding citizen and paid monthly so as not to miss payments, at this stage I was also not aware tv licensing would take a years licence fee for a six month period. So for every license fee holder they retain six months of their money in advance in their bank account?
I was not even living in the property for a week and a half before leaving the property for good on 6th September, and did not use the tv for this quarter AT ALL! I feel very strongly that tvlicensing are stealing honest tv license holders money and have purposely made their refund policy unclear to us.
I am sure that the new owner of the property I sold has probably purchased a license, where I am currently living has a license, yet still they will not even allow me a credit note for the new property I am in the process of buying for the unused period ALREADY paid for. So TV licensing has it all ways!
I have already been advised very rudely by a person in the customer complaints team last night that a complaining email will not be taken into account and a managers name cannot be provided, together with the fact that there is no governing body. He blatantly said I will receive exactly the same response ie.! that I am not due a further refund. This will not be accepted and I am therefore escalating this case further in the hope you can assist me and others like me in this situation.

Who are you going to escalate the case to ?
It clearly states that the licence refunds are per quarter .
If you have any quarters (3, 6 or 9 months) left on your TV Licence, you can apply for a refund.
Must admit that i have just got off the phone to TV Licensing and that they where both helpful and polite .0 -
The rules are the opposite way around to the OP's expectations.
The refund only of quarters is pretty clear. I expect it originates in legislation and the BBC/TVL have no control over it. It makes no difference to the refund policy if you pay by instalments.
On the other hand, the demand for "evidence" to support a refund is a figment of the BBC/TVL corporate imagination. There is no such requirement in Law. If you tell them that you no longer need a licence, that is the end of it. Unfortunately in this case, it wouldn't have made any difference.0 -
You have my sympathy Vicy.
I was in rented accommodation and paid my TV license in full for the year.
I then moved back with my parents- who already paid their license.
I then applied for a refund for the unused quarters, but was basically told it would mess up their accounts system, and was quoted crap from some 'Communications Act'!?
I really feel as if these toerags have just stolen my money!!
