I sniped- seller making excuses- now re advertising item

A friend asked me to bid on a high end item which I sniped for £800.
I won , seller is a business with 3000 feedback, noticed he didn't mark as despatched . A few days later he contacted me asking was it right that I didn't receive it as he'd got a notice back saying the address was unknown.
I confirmed my address was correct, and asked him for the tracking number. I got no response to this question
He claimed to be on holiday in Europe and said he'd be flying home the Saturday just gone, " Ryanair willing" .
I put it down to him going away, probably lying and sending it when he got back( I half expected him to tell me the flight was cancelled).
He said he'd have to collect from the depot when he got back..
I've heard nothing today , I looked at his website and see he's advertising the same item, exact same picture twice.
Once with a buy it now at £200 dearer and once just listed with about 5 days to go.
Now call me cynical, but IF he has two or at the very least one more of these( unlikely) presumably he could send it?
I want this for my friend.
What to do next?
Is there any way of telling if he's bidding it up?
I suspect he may string it out and I want to know how to put pressure so I get it.
I'm currently holding to speak to ebay, just to check I'm covered if the account has been hacked for example.
Or should I open a case, if he doesn't send it I want to add feedback.
Most of my payment was by Amex.

Got through to ebay after 1.5 hours.. And cut off once..they are looking at it..0

And how would you know someone sniped? never mind trying to cancel a transaction without the buyers goodwill.
Op unfortunatley you cannot force the seller to sell.
And i dont know enough to say if item was sent or not but if your sure this is the case then there are only a few things you can do.
You can refuse a cancellation request.
If your money has not been refunded already then you can open an inr to get your money back.
Leave approrpiate feedback an report the seller as a non performing seller, then forget about it an move on.0 -

Have you perhaps misunderstood what a snipe bid is? OP, if you have paid all you can do is open an INR case on Ebay. Escalate on day 8 if no tracking is uploaded. Leave appropriate feedback once the case is closed and you have your refund.
The seller will only get 1 defect but if you word your feedback carefully it may advise others.0 -

I want to leave it as long as possible in case it is just that's he's away- I believe he may buy abroad, .
If it's true he's had it returned , I'm prepared to wait but don't want to leave it too long case wise. I'm also prepared to force the issue by not asking for a refund yet ( surely he wouldn't risk bad feedback for the sake of a couple of hundred pounds?) .he does sell high end things.
If I leave it a bit longer and ask him where it is, I can still say " well your selling an identical one, I want that"
I'm waiting to see what ebay say today.0
