Citizencard is just one of the issuers in the PASS scheme with the hologram. Others have been established a little longer like VAL-ID-ATEUK, or are cheaper, like ONEID4U card, or cheaper still the Age Entitlement Card from Chameleon or cheaper still the ones issued by local councils (e.g. Young Scot, Southwark Council etc) which are free if you live in the right area.

All of these will give you a PASS card but a PASS card isn't a standard ID document issued by a UK-wide government body. Sure, the PASS scheme is 'endorsed' by government and they help you get into pubs or get an age-related discount on a bus, but they don't show your name and address like a driving license and they don't have a passport number that can be easily validated by the bank, like a passport, and bank staff aren't trained to know what a PASS hologram is, even thought they will know what a genuine passport or driving license looks like.
So the bank doesn't have to accept them if it doesn't want to, just like they don't have to accept the GingerFurball card.
Instead of blowing £15 on a Citizencard (or less on the cheaper ones in the exact same PASS scheme) that nobody other than barmen will recognise... a provisional driving licence that lasts a decade and fits in your wallet just as easily costs £50 and has much greater practical use, being internationally recognised as official ID and giving you the ability to drive a car.
Arguably not so great practical use as a £72 passport which gets you the endorsement of the Queen to travel through foreign lands at any time in the next decade of course. 'We don't travel' is a bit shortsighted now he will soon be living his own life.
IMHO it would be bonkers for someone to get a citizencard once they're old enough for both of the other options to be open to them, as it's likely a false economy.0 -

What about the people who are under 18 who look over? Or the people over 18 who look under..?
Well good luck to those in the first case, and for the others, if it becomes a real problem then they could carry some form of identification. But come on! Challenge 25!! What hideous B/S is that? It means that people as old as 30 could in some cases be asked to prove their age.

I find it amazing that a 17 year old has no desire to travel to other countries ! Or have i read that wrong ? Maybe it's his parents who have no desire for him to travel to other countries ?
Both my kids had passports from being babies, my son couldn't wait to learn to drive, my daughter is counting down the days until she can learn and she's only 14. I love their outlook on life, they want to go places, explore, see other countries. Yes, they agree we live in a beautiful country but there are others too. We've traveled extensively with them both but it's not the same with your parents. I appreciate that.

At no point did I say he has no desire to travel that is an interpretation put on this as a result of an obsession with ID rather than the actual topic under discussion which is how can a kid get an account without driving license, passport or benefits.
Also might be worth pointing out there could be medical reasons why a person may never be allowed to have a driving license and may have issues which mean travelling is not possibleIf you see someone without a smile.Give them yours :A
