OK so to summarise for anyone who is actually affected by this issue (as unfortunately the useful information has become obscured by some totally off subject comments):
With regard to getting a bank account without the requested ID try NatWest who will accept birth certificates for under 20's, Nationwide who will accept it for under 18 or TSB who will take it for under 19.
Thank you so much to dazza.mk and welshbookworm for the help now to send DS off to get an account sortedIf you see someone without a smile.Give them yours :A

Instead of paying £15 towards a citizencard, IMHO too, it would be more cost effective putting that £15 towards a passport or provisional driving licence. A provisional licence is valid for 10 years don't forget, so even if the OP's son isn't interested in driving now, he may change his tune well within the next 10 years. PLUS you know that it's 110% accepted by banks for ID purposes.
Absolutely. Likewise a passport is valid for ten years, and who knows in the next ten years after leaving University he might well be required to drive or travel for business purposes.0 -
People have missed the fact that he is under 18...
So it will be the parent who needs to provide ID to support the application for what will in effect be a child's account.0 -

Absolutely, he'd be kicking himself if he left it too long and missed out on that job he's been working towards while studying at Uni.0 -

My son is trying to open a basic bank account so that he can manage his monthly allowance (from me) and pay in money he is due to get for his upcoming birthday.
Unfortunately he does not have any of the forms of ID they are asking for. He has no interest in driving so no license, we do not travel so no passport, he is at college and does not receive any benefits.
They will not accept his college ID, he cannot get some form of notarised id from a doctor/teacher etc, they won't accept his birth certificate or his NI certificate and letter.
While I totally understand that they need to guard against fraud I cannot believe how hard they are making this.
Has anyone had this problem? Any ideas how to get round it?
So in case anyone else has this problem to answer the original question is........
To get a bank account without the requested ID try NatWest who will accept birth certificates for under 20's, Nationwide who will accept it for under 18 or TSB who will take it for under 19.

If you're wanting to waste money on something that won't be accepted by a bank, just send me a passport sized photo of your son and £10 and I'll knock up a laminated "Furball Card."
It won't help your son open a bank account but it'll be cheaper than a citizencard.DEBT FREE!
