Grounds of appeal are the reasons you give in the appeal as to why the ticket was not appropriate.
"I live there and it wasn't convenient" are not credible grounds for appeal. By all means feel free to sue them, but don't expect them to get any more sympathy from the council than they've had from here.0 -
