            A lot of people here are very scared of this parking eye ?
 If the OP was not the keeper send them a statement of truth to that and let them chose to ignore it and chance it with a judge.
 If the documentation shows he was not the keeper, sounds like an easy £90 in expenses to me.
 You could even include a copy of the DVLA letter, redacted of course so they dont know who the new keeper is.

And small claims can be a lottery with an idiot Judge - there was one PE case last year where a pepipoo poster was all prepared and yet at the hearing the judge didn't let him speak. AT ALL.             If the PPC were to send the OP a proper Letter Before Claim (some chance!) then in his response he would list the documents he intends to rely on in court, one of which would be his evidence that he was not the keeper.
 If the PPC were sufficiently insane to proceed to court in the face of that then I don't see how the OP could remotely come across as being unreasonable.
 It's all about expendiency and, as The Deep says, risk aversion here. Whatever happened to standing up for points of principle e.g. not dancing to the tune of two-bit jumped-up parking companies who demand evidence and information as though they have some God-given right to it?Je suis Charlie.0
