OP, simply ask your boss what policy he wants (hopefully in email or writing) that he wants to apply. As members of the public are freely waved through your barrier with neither appointment or confirmation, pretending it is private, restricted access land isn't going to wash. If your mate wants and has the right to fence off his unit and hold SORN cars there, that would be a good move.
Remember too your boss won't want to cause a stir or the people paying for the security service might well wonder why they have a barrier to entry that anyone can pass.0 -
But this guys unit itself may not be available to the public as its land he leases.
Simple one, if they come at again you do as your employer tell you.
if dvla are correct then majority of car dealers would have cars that can be seized as most have a gate to enter for the purpose of parking and browsing.
also on that logic they can take cars off drives which aren't fenced.
