    Sorry to be blunt but you bought a house with no driveway, no guaranteed parking. You were always going to be at the mercy of other people parking on the street close to your house, forcing you to park further away.

    The Highway Code makes me laugh. Round here in the 'burbs, people park right at the corners of road junctions and directly opposite t-junctions, the police and council do absolutely nothing about it.

    same as you are looking to do drop kerbs and a new permeable block paving driveway

    the tarmac on the pavement was reinstated on monday so new drive now in use

    I'm possibly going to make a dumb suggestion here, but...

    If nobody will accept that they own the road, then presumably if the OP just pays a builder to drop the kerb, then nobody will complain about it.

    Then when (if) the council ever adopts the road, the dropped kerb will already be there at the time of adoption, so the OP won't have to ask for permission.
    If it sticks, force it.
    If it breaks, well it wasn't working right anyway.

    this might sound like a silly question but have you downloaded the

    Ealing Dropped kerb application

    www.ealing.gov.uk/downloads/dropped_kerb_application_form

    it has numbers and e mail address of people that deal with this

    The one thing that i saw in the pack was that if you do get your drop kerb and register with Ealing parking services they will enforce your drop kerb and ticket people parking across it
